Director of Talent Acquisition & HRIS

Salary Range: $72,500 - $80,000 (per year)

FLSA Status: Exempt

Location: 899 Main Street, Buffalo, NY 14203 (In Office)

SUMMARY OF DUTIES

The Director of Talent Acquisition and HRIS is responsible for leading the Talent Acquisition (TA) and Human Resource Information Systems (HRIS) areas within HR of BestSelf. In Talent Acquisition, this role will be responsible for proactively assessing the agency's staffing needs, managing a positive & engaging full-cycle hiring and onboarding process, and designing and implementing innovative recruiting strategies. The Director of Talent Acquisition and HRIS will also oversee all employee-focused data and Human Resource Information Systems (HRIS), build & maintain HR data governance in all areas, execute collaborative project management, and ensure the agency is compliant with all federal, state, and local employment laws.

LEADERSHIP RESPONSIBILITIES

  • This position holds overarching responsibility for the strategic leadership and operational oversight of the Talent Acquisition & HRIS areas of Human Resources. In addition to managing day-to-day operations, the role entails driving the professional growth and success of direct reports through continuous coaching, actionable feedback, and targeted development initiatives. This role will also foster a culture of accountability, collaboration, and high performance, ensuring that all direct reports are equipped to excel in their roles and contribute meaningfully to the organization's long-term success that align with both team and organizational goals.

RESPONSIBILITIES

Strategic Leadership

  • Develop and execute a comprehensive talent acquisition & HRIS strategy aligned with the agency goals, workforce planning, and growth projections.
  • Lead the integration of HR initiatives combining HR technology and collaboration across all levels of leadership within the agency.

Talent Acquisition

  • Partner with leaders across the agency to forecast and meet hiring needs, give input on organizational design and succession planning.
  • Manage the full cycle candidate experience and ensure it is consistent, impactful, and high-quality
  • Recruit and hire select positions.
  • Establish and monitor recruiting KPIs (time-to-fill, quality of hire, cost-per-hire, etc.) and drive continuous improvement.
  • Build & maintain diverse talent pipelines through innovative sourcing strategies.
  • Ensure compliance in all local, state, and federal hiring and employment law practices.
  • Monitor team caseloads on a regular basis to ensure cross-development & balance program vacancy rate between team members.

HRIS

  • Own the strategy, implementation, and optimization of the Human Resource Information Systems (HRIS).
  • Oversee reporting accuracy & delivery and prepare executive-level summaries.
  • Ensure all local, state, and federal regulatory employee reporting and actionable items are completed in a timely manner and proactively communicated to employees & leadership where appropriate.
  • Ensure data integrity, system functionality, and alignment with HR & agency needs.
  • Lead system upgrades, integrations, and vendor management.
  • Partner with internal support teams to improve automation, reporting, and the employee experience.
  • Leverage HRIS data to provide actionable insights to leadership, inform decision making, and identify opportunities for continuous improvement.
  • Partner with leadership across the organization and within HR to evaluate and introduce new technologies, tools, and/or processes that will enhance HR operations.
  • Develop dashboards and reports to track workforce trends, employee experience, support effectiveness, etc.
  • Oversee HRIS databases to ensure all records are current, accurate, and audit ready.
  • Act as a key liaison between HR vendors/external partners and the agency to maintain positive working relationships and efficient operations.
  • Oversight of the HR information shared on intranet/HRIS/SharePoint and other internal/external tools and resources to ensure consistent messaging and alignment with BestSelf brand.

Compliance & Continuous Improvement

  • Develop & implement frequent and consistent procedures and audits to ensure the agency operates in accordance with all local oversight, federal, and state labor laws and regulatory requirements (including but not limited to: DOL, DOH, OMH, OASAS, etc.).
  • Ensure strict confidentiality in all methods of team and individual work & communication.
  • Develop and maintain the annual TA & HRIS deadline & communication schedule of duties.
  • Identify trends and recommend process improvements to enhance operational efficiency and compliance.
  • Lead select special projects ensuring employee & solution focused outcomes while collaborating with key internal and external stakeholders appropriately.
  • Travel as needed to attend meetings, give presentations, or support department-specific events.
  • Completes all trainings required by the agency.
  • Performs all other duties as assigned.

QUALIFICATIONS

  • Bachelor's degree in Human Resources, Business, or a related field and at least 5 years of HR leadership experience.
  • Extensive knowledge of all local, state, and federal employment law and regulatory guidelines.
  • Experience in healthcare, behavioral health, and/or working with personnel regulations for oversight agencies like OMH, OASAS, DOH strongly preferred.
  • Strong strategic thinking and leadership capabilities in a fast-paced environment.
  • Advanced experience with leading & managing HR/payroll systems and leading implementation projects.
  • Advanced knowledge of Microsoft Excel. Experience with PowerBI or other reporting/KPI monitoring tools strongly preferred.
  • Excellent communication and interpersonal skills, with the ability to influence at all levels.
  • High level of professionalism, judgment, and problem-solving ability.
  • Strong analytical skills and attention to detail.
  • Ability to travel as requested.
  • Must be physically able to perform duties involving lifting, bending, standing, (at least 15 pounds) as needed.
